Description:
Electrical District No. 3 (ED3) is a public power utility that was formed in 1926. ED3 distributes power to the city of Maricopa, the town of Stanfield as well as the agricultural community in the surrounding area in Pinal county, Arizona. The recent growth within our service area has created an opportunity for a position within our organization. ED3 offer an excellent benefit package.
• Overall management and accountability of ED3 electric system (transmission, distribution, and substations) construction and maintenance activities. • Directly supervises subordinate supervisor positions and crews to assure safety procedures exist, are understood, are available and are being followed to support the electrical system operational requirements. • Reviews and approves ED3 maintenance and operational procedures, budgets, and annual plans. • Develop, plan, organize and direct the necessary workforce required for the construction and maintenance of electric system serving Maricopa and Standfield, AZ • Coordinate maintenance and construction activities with Engineering and Operations including local municipalities and county agencies • Disseminates safety requirements information and other information to meet various code requirements. • Written documentation of proficiently/efficiently utilize array of computer applications, work force management, and material handling systems. • Develops a long term operations plan, emphasizing efficiency, cost control, asset preservation and improvement. • Develop job packets for all scheduled jobs to include man and equipment hours, material, and design prior to ED3 crews starting a job. • Direct electric system (transmission lines and substations) construction and maintenance personnel (electricians, material handlers, etc.). • Responsible for the implementation, management, updating and maintaining of all ED3 procedures, site policies, training programs, safety programs and work practices in regards to Construction and Maintenance. • Be accountable for budgets (O&M and capital) for area of responsibility. • Lead the inspections for work performed by contract labor forces. • Assist with troubleshooting of electrical disturbances and provide the required resources to restore service within a timely manner. • Periodically reviews performance against expected procedural compliance to insure ED3 is being operated in an environmentally compliant, safe, and efficient manner. • Records in Operators Log all system operations, switching orders and subsequent issuance of clearance for work on the system. • Management on call rotation, field training, and equipment safety awareness. • Scheduling of ED3 routine meter reads date and daily blue stake tickets
Qualifications:
• Proven experience with leadership and management of construction projects. • Recognizing and taking proactive approach to safety procedures and compliance with industry codes. • Extensive leadership skills leading craftsman, electricians, etc. for the orderly and maintenance of the electric system. • Good customer relations and responsiveness with local irrigation, large industrial and commercial customers. • Knowledge of electric safety standards and accountability for overall department safety. • Candidate must also have excellent communication skills (oral and written). • Ability and willingness to work a shift schedule and extra and/or irregular hours as required, including holidays. • May be required to work outside their regular scheduled hours, to be available for emergency and/or additional work. • Establish and maintain effective working relationships with management, subordinates, contractors, utility customers, City officials, industry representatives, and the general public • Must have excellent supervision and budgeting principles • Must reside in or near Electrical District No. 3 service area.
EDUCATION: Bachelors degree (preferred) or related experience with a thorough knowledge of electric utility services, products, service requirements, construction standards, codes, ordinances, franchise agreements, Blue Stake laws, right-of-way and easements. Must possess technical background in electrical distribution systems and good understanding of the utility business.
EXPERIENCE:
A minimum of 10 years in a related discipline, Journeyman Certification and five years of leadership experience or a combination of related training and experience.
